
President Arroyo’s former defense chief on Saturday said Malacañang should justify to Congress its declaration of martial law in the province of Maguindanao.
"We eagerly await, with the rest of the country, President Arroyo's submission of a report to Congress that will justify such act,” Gilbert Teodoro said in a press statement hours after the President Arroyo declared martial law through Proclamation 1959.
Teodoro said Mrs. Arroyo should submit within 48 hours its report to Congress. “The report must also indicate the facts that prompted the need to impose martial law in Maguindanao," he said.
Under Section 18, Article 7 of the 1987 Constitution, the President, as commander-in-chief of the Armed Forces of the Philippines and whenever it becomes necessary, may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion.
